Hunger walks the street
With a retinue of naked ribs
Agbaga!, Hunger walks the streets

Behind him a legion of tax-gatherers
Bearing bleeding curses and flaying whips
Yam’s new name is “Mafowokanmi”*
Bread has raced past the laborer’s reach
Yes, yam’s new name is “Mafowokami”

There is no written law in this land
That desperate Want can never breach
Rumbling stomachs, dizzy motions
Sleepless eyes at war with the clock

The time and tide gives food (basic needs) the power to run away from those who need them and like a ravaging army hunger sweeps in with genocidal force. Hunger is all its facets - a grim ripper.

What would you say is the mood of the poem?

I think the mood here hovers around sadness, anger and Humour.

This piece is rich in Imagery and rhetorics which gives life to the message as well as lay emphasis on it.
Our Writer's use of Personification gives living effects to the topic in discussion and gets us actively involved as he gets the message across. Places where he said;
"Hunger walks the street with a retinue of naked ribs..."
"Bread has sprinted past the laborers reach..."
His use of active verbs brings the piece alive and grabs our attention while also shedding light on the subject matter (hunger) and how grave its effect is.
